Will N8,000 Be Enough?

On 18 July 2023, the Bola Tinubu administration announced plans to disburse N8,000 to poor Nigerians following the removal of fuel subsidies and the floating of the naira. These measures have resulted in a marked increase in the cost of commodities, most significantly food, due to escalating transportation costs.

In an attempt to mitigate the economic strain, the Tinubu administration has sought an $800 million loan from the World Bank. While this may provide a temporary relief, how this funding will be allocated and the extent to which it can counteract the effects of the economic policy changes remains unclear. This loan from the onset is meant to fund Nigeria’s cash transfer programme.

Since 2016, Nigeria has embarked on an ambitious social safety net expansion agenda, with its N8,000 cash transfer programme. The initiative, aimed at aiding millions of low-income Nigerians, comes in the context of Nigeria’s struggle to mitigate widespread poverty and economic insecurity.

Nigeria has long grappled with providing adequate social protection, spending only 0.7 per cent of its GDP on safety nets in 2021, significantly less than the Sub-Saharan Africa average of 1.2 per cent and the global average of 1.5 per cent. This limited investment has left a vast majority of Nigerians vulnerable, with less than 20 per cent benefitting from any safety net programme.

The N8,000 cash transfer programme was launched with the goal of increasing this coverage, aiming to provide financial relief to millions. However, there have been discrepancies in the reported reach of the programme, and there is growing concern that many intended recipients are being overlooked.

The N8,000 cash transfer programme has, moreover, faced considerable public criticism. Critics argue that the programme does not adequately address the root causes of Nigeria’s economic challenges and poverty. Some Nigerians even reject the cash offer, highlighting scepticism about its long-term efficacy.

In response to public outcry, President Bola Tinubu has called for a review of the programme. This highlights an emerging willingness to re-evaluate and potentially recalibrate the programme to more effectively meet the needs of the nation’s poor.

The direction that this review process takes will be crucial. If handled adeptly, the programme could become a cornerstone of Nigeria’s social safety net system, helping households better manage future financial shocks. However, it will be essential to address public concerns and ensure that the programme truly reaches the nation’s most vulnerable populations.

The N8,000 cash transfer programme reflects Nigeria’s ambitious yet challenging journey to expand its social protection coverage. The initiative’s successes and shortcomings will undoubtedly shape the future of Nigeria’s social safety net policies.

THE PROGRAMME, UNPACKED

As a powerful force in West Africa, ECOWAS plays a crucial role in facilitating the free movement of people, goods and capital, maintaining regional peace, and driving economic integration. The ECOWAS chairmanship is administered by one of the member countries’ heads of state or government, who is selected on an annual rotation for a one-year term.

The N8,000 cash transfer programme is a significant stride for Nigeria’s social safety net expansion. According to 2022 data, approximately 88.4 million individuals in Nigeria were believed to be living in severe poverty, defined by a daily income of less than 1.90 US dollars. This represented a climb from the preceding year, during which nearly 86.7 million individuals found themselves in the same impoverished conditions. Amid a history of limited social protection investment, the cash transfer initiative aims to offer a safety net to millions of the country’s poorest, helping them cope with financial shocks.

The cash transfer programme has been designed to improve household consumption and counterbalance Nigeria’s low spending on social safety nets. Despite the plan’s ambition, there are discrepancies in the reported number of Nigerians benefitting from the programme. While the initiative aims to reach millions, reports suggest that a significant proportion of the target demographic may be missing out.

When compared to similar initiatives in Sub-Saharan Africa and globally, Nigeria’s cash transfer programme offers an interesting case study. Only 19.4 per cent of Nigerians benefit from any safety net programme, less than the regional 25 per cent and far below the global 41 percent. The cash transfer programme could thus have wide-reaching effects on Nigeria’s economy. By putting money directly into the hands of the poor, it could stimulate household spending and potentially drive economic growth.
